Albert ‘Al’ Spengler is the Director of Certification Programs at the Cooper Center where he overseas the certification programs for clerks of the circuit court, commissioners of the revenue, treasurers, and their staffs. He has been employed with the Cooper Center since 1975 when it was named the Institute of Government. Since 1985 he has served as the staff to the Treasurers’ Association of Virginia coordinating all their education programs. He also works with the Virginia Court Clerks’ Association on their annual meeting.
Previously at the Center he authored the series Tax Rates in Virginia Cities, Counties and Towns for ten years. He also coordinated the Local Government Officials Conference.
A native of New York, Al came to the University of Virginia as an undergraduate where he earned his B.A. degree in German Studies. He was a lecturer in the German Department for several semesters. In 2008 he was awarded The Federal Republic of German Friendship Award for his work in coordinating the 400th anniversary of the first Germans in the New World at Jamestown, Virginia.
